Why are criminals being allowed to trade in the very industry that protects us from criminals?

Akme Securitas is a fully trained and licensed operation, as per N(1) 125/2007 Republic of Cyprus Law, this comes at a cost to them of 5000,00€ first year then 2050.00€ every year after that.
“As other companies who do not have these licenses nor done the required training they have a unfair commercial advantage in our market of expertise, not only that but they are breaking the law which can result in them receiving up to 30000.€ fine and/or up to two years imprisonment,” says Akme Chief Executive Jeff Greenwood NdipSM,FINSTD.
His main concern is what will happen to their clients after these inevitable incidences, when they are arrested or go out of business. What happens to the after-care service, what happens to the equipment maintenance, what happens to the clients’ keys, what happens if they are burgled/robbed as their insurance companies will not payout if security equipment was fitted by non licensed companies.
Public members are vulnerable to security advice by non-licensed companies and it is evident that clients are being provided with false information and are not fully protected by security companies who are offering services and in fact breaking the law, whilst steeling business from legitimate companies like Akme.
